Abstract
The relevance of widespread adoption of Telehealth, as a new form of access to healthcare, is due to many factors, among which the following negative tendencies play a leading role: aging of the population, globalization, active migration processes, constant rise in price of medical care. Recently, attempts have been made to systematize disparate services in the field of Telehealth. To this end, providers of medical services are offered to connect to a network where it is possible to provide various types of remote communication between the doctor and the patient. The specificity of the issue is that it should not be about creating networks for communication between a doctor and a patient, but about organizing a complex dynamic system for ensuring timely access to healthcare considering ethical, medical and legal aspects. Wherein It is necessary to take into account the high level of medical service providers’ corporate identity. Considering concentration of high-tech and specialized medical care in hospitals and large medical centers, there is need to use new, innovative solutions for the organization of access to healthcare by a population which is physically away from such centers. To solve this problem, the technology for creation of Telemedicine networks is offered. Telemedicine network - a form of organization of access to medical care, implemented by creating an infrastructure with a fractal-like architecture with a minimum set of universal parameters, common for all its participants. Use of this technology allows at minimal cost quickly and efficiently unite into an unified system number of health care providers, regardless of their corporate identity, level of medical care and territorial location. This technology has been successfully tested in the large region for three years and continues to spread to other regions of Ukraine.
